, <br />Minui-es of Ragular Council Mseting " December 26, 1978 <br />Page t�+o <br />Mr. RoBand Dant, representing Land-O-Lakes, advised that an ap- <br />prox9mate 48-acre tracf, at the northwest corner of I-694 anA <br />Lex6ngton Avenue has bean purchased by Land-O-Lakes for construction <br />of an office bui6ding; be�ieves this tract to be more than 35$ of <br />the property to be benefitted by the petitfoned improvement; noted <br />that there are drainage concerns to be resolved in the area; <br />belleves tt�e City of Arden Hills to be the primary agency invoived <br />and to effect the needs of the other agencies. <br />Christoffersen reported that a tentative drainage plan was prepsred <br />� some time ago in this general area whlch fncluded some 160 acres <br />(not 6ncluding Shoreview); some cfianges have occurred since that <br />time; feeBs it fs app�opriate to up-date the drainage study; noted <br />that thay woufid inciude esfiimated project costs and number oE acres <br />invo6ved; proposed that improvement costs be shared by Shoreview, <br />Ramsey County, Minnesota Department of Transportation and Arden <br />HilBs. <br />Chr(stoftersen said that the 48± acres is cioso enough to 35$ ot <br />�he propertles a3fected to warra�t a check on the properties in the <br />area; feasibility study couVd be ordered contingent upon the <br />Petiflon being 35�; suggested that an atternative m(ght be for <br />Counct! to order the feasibiiity study nn Its own tnitiative. <br />(8t was noted that four votes are needed if less than 35� of af- <br />fectad acreage petitions the improvement.) <br />After discu5sion, Wingert moved, seconded by Crichton. that Councii <br />authorize the Ci�y Engineer to prepare a storm drainage feasibility <br />study for the approximate 160-acre dratnage area descrtbed. Motlon <br />carrEed unantmousiy. <br />Easements for Northwast Water �mprovements <br />Christoffersen reported that easements for the water line, south <br />ot Round Lake, have not heen resolved; disp9ayed a map indicating <br />the proposed water line locatton and easements obtained on the <br />Truh9er and Bussard properties; indicated the proposed sasement on <br />the Winieckl property which 6s of concern, relative to future <br />dev�lopment of the property. <br />George Winiecki and Frank Winiecki were present; aclaised that, as <br />propossd, a 53o wide easement is requested along the(r aort:h <br />property line; prefers that the easement be split 33' in width on <br />both sides of this preperty Ifne; suggests easement be wide enough <br />to accommodats an eventual road to serve these properfies. <br />Christoffersen reporfed that a Waiver of Trespass has baen obtained <br />from Bussa�rd and Truhler, as indiceted on the diagram; changing the <br />easement width wi�i necessitate obtaining addit6onai easements on <br />th� Truhler ar,d Bussard proparfies. <br />� After discussion, Frank and George Win(ecki and Gouncil concurred <br />that a 33° widc� easement be obfiainad on both stdes of �he <br />� Winiecki/Bussard commor property lines. Council authorized the <br />City Engineer to prepara revised desc�iptions for a 6b' wida <br />easament, trom Oid Highway IO to i4th S�reef, to accommodate the <br />water line, aa vaoi! as eventual sewer line and/or strest tf desired <br />at some future date. <br />$Easement to b9 worded to make,property owners aware that the ease- <br />anent m� also be �tili<ed fo� a road at soms future date.) <br />78-83.
