<br />I <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />~ <br /> <br />~ <br />EN HILLS <br /> <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br /> <br />FROM: Joe Lynch, City Administrato <br /> <br />SUBJECT: JP A Ramsey County Election Equipment <br /> <br />DATE: September 6,2001 <br /> <br />Backl!:round <br /> <br />The Council received a copy of the proposed JPA with Ramsey County for the purchase of <br />voting machines in your non-agenda for the week ended August 31,2001. I have enclosed <br />another copy because this item is on the consent agenda for your approval, for the Monday <br />September 10, 2001, Council meeting. <br /> <br />The County is going ahead with the purchase of these machines for odd year elections in 200 I <br />and all other municipal elections in 2002. The City of Arden Hills was involved in discussions <br />and deliberations about the Joint Powers Agreement and financing proposal. <br /> <br />There are two options for the City to consider for financing these machines. The first option is a <br />straight purchase. The second option is to allow Ramsey County to purchase these machines and <br />we pay for them over the next five years. <br /> <br />Our current machines will no longer be supported for maintenance and supplies. In light of the <br />recent general election, Ramsey County and affected municipalities felt it is in our best interest <br />to replace our voting equipment now, rather than later. <br /> <br />Recommendation <br /> <br />Staff recommends that the City purchase four voting machines outright tluough the Ramsey <br />County JPA in the amount of$25,438. There will be additional costs for software, training, <br />support and ongoing maintenance. It is anticipated that this will be a one time fee of <br />approximately $7,500. All costs will be funded from Fund 411, Capital fund. This will not <br />impact the general fund or the tax levy for 2002. <br />
