'j i <br /> <br />Mr, Joe Lynch, City Administrator <br />City of Arden Hills <br />4364 West Round Lake Road <br />Arden Hills, MN 55112 <br /> <br />Dear Mr. Lynch, <br /> <br />On August 14, 2001, the Ramsey County Board of Commissioners adopted resolution 2001-283 <br />approving a Joint Powers Agreement for Election System Replacement ("JPA'"), authorizing staff <br />to send a copy of the JPA to each Ramsey County Municipality and asking for approval of the <br />JPA. Copies of the resolution and the JPA are attached. <br /> <br />As you know, the Board and Ramsey County municipalities decided to purchase a new election <br />system this year replacing the fifteen year old equipment that has become less reliable with age. <br />You have had a chance to review a draft of the JPA before it was presented to the Board. The <br />JPA approved by the Board contains a new clause XI as a result of the meeting we had on <br />August 2. You may recall that we discussed setting performance standards for the new system <br />and establishing a formal mechanism to review performance issues. You will note that we will <br />not reopen the financial relationships for five years. <br /> <br />The financial data in Appendix D contains our very best estimates of total system costs. But we <br />used current precinct numbers understanding that redistricting and municipal choices may <br />change the 2002 precincts. Next summer we will have final precinct numbers and the final <br />financial package can be determined. However, the final numbers probably won't be significantly <br />different. <br /> <br />We are asking you to present the JPA to your Council before November 1, but the sooner the <br />better. Joe Mansky (Elections Manager), Chris Samuel (Local Government Manager) or I would <br />be happy to attend the Council meeting to explain the JPA and financial data.
