",' \. ~"-" <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />Minutes of Regular Council Meeting <br />Page fou r <br /> <br />June 14, 1971 <br /> <br />REPORT OF COUNCILMAN STAN OLMEN - Public Works <br /> <br />(absent) <br /> <br />Marvin Kraft Letter Re Pond Level <br />Mr. and Mrs. Marvin Kraft were present and requested t~e Council to <br />join them In their request to Ramsey County to maintain the water <br />level of the pond on their property so the tree stumps are covered. <br /> <br />After review of Mr. Kraft's letter and a copy of a letter from Ramsey <br />County to Mr. Kraft, J. Hollenhorst moved that the Council request <br />Ramsey County to maintain the pond water level at an elevation high <br />enough to cover the stumps; seconded by G. Henderson; Motion carried <br />unanimously. <br /> <br />(L. Stromquist was requested to contact Commissioner Ed Salverda <br />and Engineer Deane Anklan In an effort to resolve the matter.) <br /> <br />Snelling Avenue Petition <br />A petition to permanently deaJend the Snelling Avenue service road, <br />which runs between County Road E and Arden Place, at the County Road <br />E end, was read. <br /> <br />After discussion, the request was referred to the Public Works <br />Committee for study and its recommendations to the Councl I. <br /> <br />NSP Contract Renewal Requests <br />The following N.S.P. contracts were referred to the Public Works <br />Committee for Its recommendations to the Council: <br />Overhead Street Lighting Service - letter of April IS, 1971 <br />Municipal Water Pumping Contract - letter of April 14, 1971 <br />Street Lighting Service - letter of April 13, 1971. <br /> <br />REPORT OF COUNCILMAN RONALD HERRICK - Parks and Recreation, Human <br />Rights and Ordinance Review <br /> <br />Dumping of Grass Clippings on Private Property <br />R. Herrick reported that several residents have Inquired If It Is <br />permlss,lble to dump grass clippings and leaves on private property <br />If they have the property owner's permission to do so. <br /> <br />Attorney Courtney stated that If the consent of the property owner <br />is obtained and the dumping Is not deemed to be of "land-fill" <br />proportions, he believes that VI I lage Ordinances do not prohibit <br />this type of dumping. <br /> <br />REPORT OF MAYOR HENRY J. CREPEAU, JR. - General Government and <br />Pub II c Safety <br /> <br />Employee's Vacation Pay Request , <br />Mayor Crepeau advised the County of an employee's request for <br />permission to work during his vacation, Instead of taking the allotted <br />time off, which actually results in his receiving double pay. <br /> <br />After discussion, It was determined that no Council action would be <br />taken, but the Council generally agreed that permission to grant <br />requests of this nature to be based on individual circumstances. <br /> <br />Metro Section, L.M.M. - Annual Meeting <br />L. Stromquist was authorized by the Council to represent Arden Hills <br />at the Metro Section, L.M.M. Annual Meeting on Wednesday, June 16, 1971. <br /> <br />The Councilmen were also urged to attend, If possible. <br /> <br />Lake Aircraft Control <br />Mr. Maurice Johnson and Mr. Tom LynCh, residents on Lake Josephine, <br />and Mr. Larry McGough, a resident on Lake Johanna, requested the <br />Council to work with the County, State and Village of Rosevllle to <br />prohibit aircraft from landing on the lakes In Arden Hills. <br /> <br />-4- <br />
