Crepeau, Jr., Councilman Stan Olmen, John <br />Hollenhorst, E. Gray Henderson and Ronald Herrick (1:52 p.m) <br />Absent - None. . <br />Also Present - Ramsey County Engineers Floyd Snyker and Deane Anklan, <br />Clerk Administrator Lorraine Stromquist, Attorney Vincent P. <br />Courtney, Treasurer Worth G. Read, Engineers Donald Lund <br />and Dona1d ChrIstoffersen, Maintenance Supervisor Everett <br />Beecher and Assistant Clerk Dorothy Zehm <br /> <br />Approval of Minutes <br />The Minutes of the Regular Council Meeting of January 25, 1971, were <br />approved as submitted. <br /> <br />County HI~hway Reconstruction <br />Engineer Floyd Snyker presented plans for the reconstruction of a <br />portion of Snelling Avenue south of County Road E. Old Highway 10 <br />north of County Road E, and County Road E between Snelling and <br />Lexington Avenues. <br /> <br />After discussion of the proposed Snelling Avenue-Old Highway 10 re- <br />construction proposal, it was moved by Councilman Hol lenhorst that the <br />Council adopt the resolution, as attached, approving the final <br />reconstruction plans for Snelling Avenue-Old Highway 10, as submit- <br />ted, from Station 204+50 to Station 264+50, with the following ex- <br />ceptions: <br /> <br />I. The County construct a chain-link fence to protect the <br />playground ~rea on the southeast corner of Snerflng and <br />County Road E. <br /> <br />2. The two access drives on the west side of Old HIghway, 10, <br />at approximately Station 231, be closed. <br /> <br />The motion was seconded by Councilman Olmen. <br /> <br />After further discussion, Councilman Henderson moved that the motion <br />be amended to ihc~de an additional exception - to not widen Snelling <br />Avenue south of County Road E, except to provide a right-turn lane , <br />onto County Road E. No second to the amended motion was heard.p . <br />> <br />The original motion passed, Crepeau, Hollenhorst, Herrick and Olmen <br />voting in favor of the motion; Henderson voting in opposition to the <br />motion. <br /> <br />It was moved by Counci Iman Henderson that the rest of the County <br />construction plans of Snelling Avenue be rejected until such time as <br />the presentation of the State proposal for an Interchange at Sn'ell ing <br />Avenue and Highway 51 be resolved; seconded by Councilman Herrick. <br />Motion carried unanimOUSly. <br /> <br />After review of the proposed reconstruction pians for County Road E, <br />between approximately Snelling Avenue and Lexington Avenue, it was <br />moved by Councilman Hollenhorst that the Council adopt the resolutioni <br />as attached, approving the final plans as submitted; seconded by <br />Councilman Henderson.
