(attached)

Mayor Ashbach: ih'e have had a lot of discussion, nox what does the Ceuneil
aant to do?
Is.Kennedy: Public ltielfare Chairxan - Our cor.iraittee considorad the matter
with the facts available and vre rejected the Co cart concass-
ion request of last fall, not only as a noise factor but
because of location wYiich was to be on Hibhvay 10 flcross fror.i
Iv?cu'-uires Lounge and next to Harkens Driving Range. Our Com-
mittse was told the 2 cycle engine used for racing is more
noisy tnan the 4 cycle concession machine; however, we did
feel the locatien cor.sidered here aas more removed from tha
residents so they would ❑ot object. The tax was no drawing
card. It would bring in a form of fun and entertainment for
villagers, the noise was =ts only objzction. The Lesee must
ad'nere to the village rules.
P.Iayor Asnbach: 41i11 they have muf£lers?
I,r. h400re; Competitiop carts have no mufflera, some of the others do,
A:a;or Ashbach; 'Nould the requirement c mufflers impair the use of the
track?
Mr. ivIoore: Yes it would. It would also vzrt the interest of the
epectators.
Mr.Lewis Ptiller: Officer of Sery o Boat Corp. stated that one of their
men got a big kick out of this sport ar.d was entusiastic
about the project. He went on to state that he wae a business
raan, not an expert on tnis sport and if tiie track ould cause
a lot of noise theSr would not be interested in it either. He
amphasized that they do not want to put something oser on the
residents.
He would be interosted in taking 12 carts, tne xnaximum in
competitn, of the laa•gest and noisiest variety, have a test
run for noise and if t:is proved too noisy thep lets not
even consider it.
It will take w10,000.00 to construct this track and if within
a snort time the residents aan t becaysP of tne noise,, the
oificers would rather knotiv this now thsn later.
•

Dr. Selchon: lNould Arden Hills police have to supervise this operation?
P!`.T. ir311er; W1e have talcen t:zis up ith the arsenal personnel apd thay
have a secusity meaeure. A guard arran;emant tiould have to
Qe made in view of the arsenal by S.ery o Boat Cosp.
;s. iV!oore: There would be no call on authorities of Ard.en Hills.
Resident: Plht ebou traffic in aqd out of the track?
B?r.
