homes (inaudible) community well later on (inaudible) that cost
as compared to runninq pipe al1 over the place to service a
development on the west side of the lake. The second thing I
wonder about is the time relativity to 358 of a community
requestinq these kinds of hearings, as was mentioned before
• tinaudible) we thought we had it dead ahout a month or two
nY1is ago. Is there anything in our laws which I don't seem
to be able to find that people can do this every week or month.
Are we going to keep coming back to meetings i£ Lakeshore ends
up omitted some way this time7.
PdR, POPOVICH: There's nothinq in the law on that point.
It's a matter of 35& of the people coming in with a petition.
The Council has to do something with the petition, and that
means hold a hearinq. It doesn't mean order the improvement.
It means hold a hearing, and people have been known to change
their mi.nds. If somethinq was turned down last February - we
got another improvement tonight> 2 don't know if it were turned
down tonight if another improvement would come in with 358, but
if 358 of the people file a petition the Council is required to
hold a hearing. They are not required to order it. It's up to
the people to fight it, and that's what the Council is.doing -
what they are required to do under the statute.
MR. POPOVICFi: It's 35; of the affected property owners in
the proposed improvement, so whoever signs the petition and
circulates it, proposes an area and you have to have 35 of
what's improved. Obviously different people propose different
types of projects, but it's 35 of what's proposed.
MR. BEGGIN. That's in the name of the land owners?
MR> POPOVICII: It's land,
MR. BEGGIN: The other question - I asked the last time,
and I'm still interested in as I read more about the water
quality. What kind of water quality standards do we have in
Arden Hills or do we have proposed?
COUNCILMAN 6900DIIURN: Very stringent inspections monthly
for water quality. r4uch higher than a private system. In
fact, there is almost none for private systems, You find
• nitrates (inaudible) a great deal of material comes (inaudible)
private wells. I can tell you personally I didn't hook up in
the city system until my well went out, but there`s such a
difference in quality of water you aouldn't believe it - at
least in my well, The smells I used to get in my shower at
least once a month for a few days are gone (inaudible). I
shouldn't say this, but the sanitary facilities which needed
