My other problem is I'm really not certain of the soil in this
area on the north end, I haven't had any borings made. I sus-
pect it's going to be bad although I would suspect it would be
bad on this side too,
.
COUNCEI.MAN CRTCHTONc That's one thing the Council should
decide> If we ran across the south side, that land is federal
so you would not increase the acreage of the frontage, but
would decrease it, (inaudible) it would reduce it by $44,000.
iNAY012 CREBEAUa What about the assessment? How much
assessment would you lose going through federal property?
COUNCILPAAN CRICHTON; I have not done the arithmetic.
(Inaudible) certainly the front footage you would lose would be
more than made up by not spending the $44,000 to get across
the road. I think it's something that ought to be looked at,
MRo CHRISTOFFER$INo I suppose you could go on the south
side and still assess the north sidea
COUNCTLPAN CRSCHTON: The thing that's concerning me now -
any section that is left out now and they become small sections,
Some of the owners benefit from delaying it but then it requirea
more (inaudible) because of tkte small size.
MAYOR CREPEAU: It costs considerably re for a small
segment,
COUNCILNIAN CRICHTON: I guess the crux of the matter to me
is how critical is that dead-end?
MAYOR CREPEAU: How are we going to service Snelling Avenue?

COUD7CILMAN WINGERTs tae can run a nwnber of dead-ends and'
break that loop in a number of places with a savinqs each time
we do it, I think I°m persuaded that the base plan - without
any of the other add-ons, is the way to serve this area, ignorin,g
when you do it. I'm saying eventually the base plan is
acceptable. I guess I'm not persuaded that the stub qoing
along Highway 10 to the north from Highway 96 is necessarily
the way that area should be served, I think it's not qoing to
serve (inaudible). It might be that depending on what develops
in the future there - assuming that something will not be there
forever - might force a dffferent design in the future (in-
audible) similar to the line south (inaudible) opposed
(inaudible) section from about where Glenn Beggin's house is
(inaudible) on down, that's contested at this point and people
seem to have made alternative arrangements, so I guess I'm
persuaded by what they +rould want to do, I'm atill struggling
with the area over here to the east, however, r_he area along
Highway 96 to Snelling - I'm sorry - to Hamline, and the little
27
