POPOVICfi: "A11 of these front footages or acreage are <br />just formuZas to try to arrive at a benefit. The ultimate test is <br />what is the benefit that's been received. Buildings are torn down, and what is the <br />life of the improvement, Thittgs of that nature, so you put the <br />engineer on the stand - how long will this improvement last? <br />There are so many factors that come into play to arrive at that <br />nebulous thing - what is the benefit to each property owner, so <br />we have taken a method of arriving at it which is front foot or <br />acreage in order to do it, and that's just a mechanism to help. <br />If in one's judgment - and I've seen that done - forqet about <br />acreage - we have 100 lots, we're going to assess one 1/10 <br />aqainst each 1ot {inaudible)." <br />MR.
