AON CFIRISTOFFERSEN, City Consulting Engineer: "The <br />location of Connelly Avenue Improvement is off of County Road <br />E, which is in the vicinity east of Snelling Avenue, south of <br />the Soo Line Railroad, which is in this vicinity, primarily <br />around Flaherty's Arden Howl which is located in this vicinity. <br />Currently, Connelly Avenue is a"T" shaped street. It comea <br />up to this point here and has a cul-de-sac, and over to this <br />side and has a cul-de-sac. The Council desires to change <br />Connelly Avenue to a through type '�U" street which would be <br />36 feet in width with concrete curb and gutter, designed for <br />nine-toY� loading. " <br />"There are drainage structures on Connelly which would <br />be in this area, catch bas3ns located fn these positions, drai.n <br />westerly to a detention basin, and then out through the state <br />highway drainage system. 2 believe that covers the street <br />construction, your HonOr." <br />MR. PETER S. POPOVICH, City Bond Consultant: "The total <br />cost is $74,600.00. It is proposed that the entire amount be <br />assessed against the benefited property owners. Part of that <br />cost -$22,900 - is for storm sewer, and $51,700 is for the <br />street portion, so breaking that down a little further, the <br />street cost wi11 average $28 a front foot and the storm sewer <br />cost for 7.8 acres will be assessed at $3,000 per acre to <br />raise the amount of money necessary for the storm sewer cost. <br />This will be spread over a 20 year period of ti.me and the <br />assessment hearing will occur after the improvement is in and <br />we know the final costs, but for purposes of evaluating the <br />feasibility, those are the costs that the engineer has come <br />up with, we would recommend that it be spread over a 20 year <br />period of time with the right of prepayment without any interest <br />penalty at any tisne each year by any of the affected property <br />owners." <br />2 <br />
