Upon initial application for an on sale license or upon application <br /> <br />for transfer thereof, the peliee ehief !:l}~'9ity.:tde.signatedJa.weriforcement agency shall <br /> <br />conduct a preliminary background and fmancial investigation of the applicant. If the Council <br /> <br />deems it to be in the public interest, it may request: <br /> <br />A. Before any license shaH be issued under the provisions of this <br /> <br />Section, the applicant therefor shall pay the license fee(s) and the investigation fee <br /> <br />required by the Council as established by resolution from time to time adopted. <br /> <br />B. Determination.
