The Council has further considered that the <br /> <br /> <br />operation of the establishments may well become a nuisance, and the license fees <br /> <br />therefor should be set with this factor in mind, as well as the factors of <br /> <br />administrative expense and items of City expense such as police investigation, <br /> <br />supervision, fire protection, road maintenance and the like. The Council has further <br /> <br />determined that there is a definite relationship between the burdens, responsibilities <br /> <br />and risks of the City with respect to the on sale liquor establishments and the area <br /> <br />in the establishments which is utilized for the sale and consumption of liquor. <br /> <br />C. Payment and Disposition. <br /> <br />1.
