<br />Chapter 6 Nuisances and Offenses
<br />
<br />Subd. 1 Purpose. The City Council fmds, determines and declares that it is necessary and
<br />
<br />conducive for the protection of the public health, safety and welfare of the people of the City
<br />
<br />to provide regulations for the dumping and disposal of garbage, refuse and other trash within
<br />
<br />the City. The purpose of this Subsection is to regulate and control the dumping and disposal
<br />
<br />of garbage and refuse in the City, to the end that the public health, safety and welfare of the
<br />
<br />people of the City will be protected and enhanced and to prevent and prohibit the
<br />
<br />indiscriminate and uncontrolled use of property for dumping purposes in violation of zoning
<br />
<br />and health regulations and recognized public health standards; to prevent and prohibit open
<br />
<br />dumping on land in the City and to require that disposal and dumping of garbage and refuse
<br />
<br />be authorized only pursuant to permits granted under this Subsection.
<br />
<br />Subd. 2 Defmitions. For the purposes of this Chapter, the following words and phrases shall
<br />
<br />have the meanings respectively ascribed to them:
<br />
<br />A. Garbage. "Garbage" shall mean all animal and vegetable waste and all putrescible
<br />
<br />matter.
<br />
