<br />1 <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ tt~~ <br />b(;;a.d"'t"l w,~r","", <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />June 2,1999 <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br /> <br />K,~o lliogw.ld, A""...t to th, CUy Adm;o"tr"O~ <br /> <br />TCAAP Zonin~ - Discussion Only <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Reuuest <br />The Staff requests direction on several points related to implementing a zoning district on <br />TCAAP to regulate lands that are being transferred to Ramsey County for a Joint Maintenance <br />facility (approximately 36 acres) and a City Hall (approximately 4 acres). <br /> <br />Backl!round <br />As the City Council is aware, the US Government is in the process of transferring land to the <br />City of Arden Hills for a City Hall and to Ramsey County for a Joint Maintenance facility <br />(Ramsey County, Minnesota National Guard, and the City of Arden Hills). <br /> <br />The properties in question are zoned R-l (Single Family Residential). The R-l zoning district <br />allows public uses as a special use; both the City Hall and the Joint Maintenance facility would <br />be classified as public uses. The R-l zoning district does not allow any outdoor storage. <br /> <br />The existing comprehensive plan (circa, 1987) designates the Joint Maintenance facility as <br />Industrial and the City Hall as High Density Residential, both of these uses can be compatible <br />with these designations. The pending comprehensive plan (circa, 1998) designates the Joint <br />Maintenance facility as Mixed Residential and Public & Institutional and the City Hall as Public <br />& Institutional, both of these public uses can be compatible with these designations. <br /> <br />Town Center vs Public Works and Citv Hall <br />The TCAAP plan shows the creation of a new town center around the intersection of Highway 96 <br />and Hamline Avenue. The new town center includes governmental, retail, and housing uses. <br />The Staff requests direction on whether the City Council wants the Town Center Zoning <br />Ordinance written or an ordinance that deals only with the Joint Maintenance facility and City <br />Hall that can be woven into the Town Center Zoning after the Phase II TCAAP planning work is <br />finalized. <br /> <br />Guidinl! ideas for Joint Public Works facilitv <br />Assuming the City Council wishes to implement zoning for that part ofTCAAP that is currently <br />being transferred to Ramsey County for the Joint Maintenance facility, the staff requests <br />direction on the guiding ideas for these uses as it relates to zoning. To date, the staff has heard <br />the council discuss that it would prefer to see a Joint Maintenance facility that functions like the <br />
