<br />r <br /> <br />Hutchinson facility (MnDOT, McLeod County, and the City of Hutchinson) and looks like the <br />Hennepin County facility in Medina. The City Council has not given any specific direction on <br />landscaping, screening, outdoor storage, access, orientation of the building(s), and/or its <br />relationship to the overall TCAAP re-use plan. lfthe City Council has strong feelings about <br />these or other site design issues the staff would appreciate it they were shared at this time. <br /> <br />. <br /> <br />If you zone it, do they baye to obey it? <br />The Staff has contacted the City Attorney and asked if county is required to follow a city's <br />zoning ordinance. The City Attorney responded that the Ramsey County would be required by <br />State law to follow the City's Zoning Ordinance. The Staff requests that the City Council <br />provide direction on if they wish to have a written legal opinion on this matter. <br /> <br />Zonine Ordinance Process <br />The Staff assumes that the City Council wishes to commence work on this immediately, the staff <br />would request direction on several points in this process: <br /> <br />3. <br /> <br />Should the work on this ordinance begin immediately; <br />Given the current workload of the staff, should a consultant be hired (adequate funds <br />exist in the TCAAP fund or the Planning fund) or should staff postpone other work items; <br />To what level of participation should Ramsey County and the Minnesota National Guard <br />play in the development of the ordinance (ie., provide input vs active participant); and <br />Is there a target date by which the ordinance should be adopted. <br /> <br />. <br /> <br />1. <br />2. <br /> <br />4. <br /> <br />Recommendation <br />None. The Staff is requesting only direction at this point. <br /> <br />. <br />
