The regular City election shall be held biennially on the Tuesday after <br /> <br />the first Monday in November in every even numbered year beginning with the 1974 election. <br /> <br />State law references-Elections. general and special. Note: The new statutes authorizing elections by mail in some limited <br /> <br />circumstances does not effect the general absentee election laws. Thus, while this formal of a <br /> <br />code provision is not common, it is still valid and the term absentee ballot does still have legal <br /> <br />significance. <br /> <br />Subd. 1 Precinct Established. There shall hereby be continued an absentee ballot precinct <br /> <br />within the City which shall handle all absentee ballots of the electorate of the City received <br /> <br />during any election. (Established by Or. No. 269, 8-27-90) <br /> <br />Subd. 2 Polling Place.
