Atty. Cour"i:;ney infol')"ed <br />the Council that according to Statutes the Village h~.s the authority to <br />act by Ordinance to set up a pUblic scale. which must be purchased nnd <br />maintained by the Village. and also to hire a weigh mastsr, but he must <br />be paid by the Village. and appointed annually. Atty. Courtney stated <br />that since Control Data already has its own scale and the weigh master <br />would be on private ~~~/thiB was not the answer. <br /> <br />'1'he Council appro'lad Atty. Coul-tney im'ormed the Council that he has not heard any results <br />of the letters he w~ote in behalf of Dr. Farkas, Village Health Officer, <br />concerning the three l'esidences in Arden Hills. Clerk LOl'raine Strom~ <br />quiet informed the Council that one owner had called and stated that <br />the property will be improved. but no building permi t has been iSSL\Gd <br />todate. Matter referred to Trustee Crepeau - Clerk requested to subm:U; <br />a list of the names and addresses. <br /> <br />Fae-Simile Treasurer's SiRnature <br />Tress. Worth G. Read requested that a fac-simile of his signature be <br />permitted to be used on checks in his absence. He stated that the <br />endorsement of checks is not a problem as this is already done with an <br />endorsement stamp. <br /> <br />Atty. Courtney informed the Council of necessary precautions to be con- <br />sidered as the situation is unusual because usually a fac-simile stamp <br />is used as a matter of convenience by the person whose signature appears <br />on the stamp. but in this case. the stamp will be used by another person. <br /> <br />Atty. Courtney read a suggested resolution from the Fil'st State Ban', of <br />New Brighton regarding the signature and suggested that a similar l'Gsol~ <br />ution be passed for the First National Bank of St. Paul. <br /> <br />Mayor Kennedy moved the adoption of a resolution. as attached. authorizing <br />'t;he First State Bank of New Brighton and the Fit/st National Bank of St. <br />Paul to accept a fac-simile signature for Treas. Bnd particularly Section 111 thereof. all relating to <br />the connection by the Village of Arden Hills to the public sanitary <br />sewer system of the Village of Roseville; seconded by Trustee Olmen; <br />motion carried. <br /> <br />Personnel Ordi nance <br />Cle%'k Lorraine StromqUist submitted a breakdown of additional costs to <br />the Village for this year for employee benefits according to the proposed <br />Ordinance. <br /> <br />Mayor Kennedy moved the second reading be given to an Ordinance establish- <br />ing a system of Personnel administration for Village employees; seconded <br />by Trustee Lang; motion carried. <br /> <br />Atty. Courtney distributed to the members of the Council a draft of the <br />Ordioanc. with his oomments for study before final passage. <br /> <br />~2~ <br />
