<br />'e'. __~. ..... <br /> <br />.......--..- <br /> <br />MiNUTES OF REGULAR COUNCIL MEETING <br />VI' ! d~e of Arden H j I Is <br />Monday - September 26, 1966 - 8: (hi p. rr,. <br /> <br />Mqetlng was called to order by Mayor Nethercut at 8:00 p.m. <br /> <br />Roll Call: Present - Mayor Nethercut, Trustees Crepeau, Hoffmann, Olmen <br />and SJorndahl. <br /> <br />Absent - None. <br /> <br />Also Present - Attorney Sal land, Engineer Donald Lund, <br />Administrative Clerk Lorraine Stromquist and <br />Deputy ~Ierk Florence Honan. <br /> <br />.. <br />~ <br /> <br />APPROVAL OF MINUTES <br />The minutes of the Regular Council meeting of September 12, 1966, were ap- <br />proved as submitted. <br /> <br />PUBLIC HEARING <br />-----Flezon I n9 of northeast corner of C')unty Road E-2 <;Ind <br />Now Brighton Road tram Residential to Commorclal to <br />al low construction of a serlvce station. <br /> <br />Attorney Selland Informed the CouncIl that the legal notice had been <br />published and Interested property owners have been notified. Mayor <br />~Iethorcut requested comments from the floor. W. Eastland, attorney for <br />Bethel College (petitioner for the rezoning), and Mr. Nelson, represent- <br />Ing Phil lips Petroleum Company who Is Interested In constructing the <br />~tatlon, were both present. <br /> <br />Mr. Eastland displayed a map of the area and stated the Intent of the <br />Nor~hern Stn~B. Power Company to construct a pOWBr high-line through <br />the area; that this Is a logical commercial corner and wil I produce <br />tax base for the Village. <br /> <br />Mr. Nelson showed the proposed development with a two stal I station with <br />access from County Road E2 which the State has approved; the surrounding <br />low area will necessItate 10 to 12 thousand dol.lars worth of fill with <br />bracing of the land. Thls bracing will be of stone construction on a <br />slope with openings for plantings and screening. He stated that the <br />property line Is about the same as the adjacent lake shorelln~, but <br />they wll I not alter this shoreline. The station wIll be the same plan <br />as the one on 35W and Highway 96. <br /> <br />A resident who lives several houses from the Interchange expressed his <br />concern about the lights causing this corner to be more confusing, and <br />Inquired as to the future plans tor the area north of the station to <br />the treeway. <br /> <br />Nethercut informed him that the Comprehensive Plan proposes Commercial <br />tor this area. <br /> <br />Mr, Nelson stated that the lighting would be under the canopy with no <br />alarlng lights; the State agrees that actually a station at such a loca- <br />tion Is a safety ald. <br /> <br />... <br /> <br />Mrs. Dcnna Woolfrey, 1811 Venus Avenue, Inquired as to the height of <br />the sign, and stated her opposition as the sign will be visible from <br />her window. <br /> <br />Mr. Nelson Informed her that the sIgn will' be 12 feet square, mounted <br />on a pole not over 25 feet high, In accordance with our Ordinance. <br /> <br />Mayor Nethercut Informed him that the present Ordinance limits the sign <br />height to 16 feet, but a change Is proposed Increasing height limitation <br />to 25-feet. <br /> <br />Ralph Perry, 3670 New Brighton Road, Inquired as to the Justification of <br />another Phillips station since the one located at Falrview and County <br />Road D, which he thought was fairly new, has been closed for some time. <br /> <br />Mr. Nelson replied that this particular station was built about 1952, <br />and locations must be changed with the changing traffic pattern. <br /> <br />Mrs. Wool trey asked the hours the station would be open; but she believes <br />that stations have a tendency to draw teen-age gangs. <br /> <br />-1- <br />
