The proposed addition is not based on economic considerations alone. <br /> Staff Recommendation <br /> Since the proposed addition would have minimal or no impact on the lake, neighboring <br /> properties, or the City. Staffs opinion is that the proposed addition can meet the requirements of <br /> the variance criteria as stated in the findings of fact.
