Lehnhoff statcd the applicants \vere requesting approval of the Site Plan Review at 3433 <br /> Lakc Johanna Boulc\"<lnL subject to thc cleven conditions as noted in staffs November 20,2006 <br /> rcport. He indicatcd the Planning Commission unanimously recommended approval of the Site <br /> Plan Revicw for re-Iandscaping based on the submitted plans and a finding that thc re- <br /> landscaping plan \vill work to resolve the clear-cutting violation and will work to address <br /> screening, erosion, and stornnvater concerns. <br /> Councilmember Larson stated hc believcd it was unfortunate this happcned, but at thc same <br /> timc he believed the owncr should bc commcnded for putting landscaping on the propcrty, Hc <br /> noted what still concerncd him was they werc adding vegetation, but thcy still had a homc going <br /> out on the lake that had a nice view to thc lakc bccause thc old vegctation had bcen clearcd out <br /> and thc vcgetation that was being replaccd was low vegctation. Hc statcd he would like to see <br /> change in thc placemcnt of the trecs so thcy had a truc restoration of the property to what was <br /> there originally. <br /> Councilmember Holden :'llTived at 7: 17 p,m. <br /> Councilmember Grant noted it was a tragedy this was clear-cut through a misunderstanding and <br /> by the c1car-cutting it certainly enhanced the property and improved the vie\v to the lake. Hc <br /> stated the t~lct was the property was clear-cut and it needed to be re-landscaped, He stat cd the <br /> Planning Commission had approved this and he agrecd with that approval. He indicated he <br /> believcd it would be somcwhat punitive to require the property owner to place large trees in the <br /> middle of his propel1y at this point. Hc asked the applicant if he intcndcd to live in this home, <br /> Hien Ngo, applicant, stated hc planned to livc in the home and sell his other home in North <br /> Oaks. <br /> :\Ir, Ngo statcd thcy wcre proposing lour vcry largc trccs on the hills in front of the house in the <br /> landscaping plan. He agreed they should probably move some of the trecs closer to the home, <br /> J\1r. Grant stated he did not see any nced to move the trecs up the hill because of the natural <br /> gradc of the lot which would screcn the home better, but also block the view of the lake. <br />
