The Master Plan would not exceed the building floor area
ratio limit.
It should be noted that the exact size and layout of the proposed new or expanded buildings
Illay slightly change when full plans are brought through the Site Plan Review process.
4. Landscaping ~ Determined during Site Plan Review process
A landscaping plan is usually not required in the R-I Zone; however, in the case of a pun,
the landscaping plan is important because it heIps to mitigate the somewhat more intensive
uses often associated with PUDs. Since there are residential areas to the cast and west of
Northwcstem College in Arden Hills, it is imperative that suilicient screening bc required
with each modification or expansion to the campus to ensure that the residential areas arc not
negativdyimpacted by changes at the College.
Page 11 of the pun Application report outlines the general guidelines for landscaping. As
noted earlier, detailed landscaping plans would be submitted as each section of the Plan is
. implemented, However, the Plan does specifically call for additional coniferous trees and
berms along the cast em side of the property and the removal of invasive species. For new or
cxpanded buildings, the Zoning Code's procedural manual provides minimum landscaping
requirements.
In most cases, only new or expanded buildings w-ould trigger the City's landscaping
requirements. However, Northwestcll1 College is proposing to relocate a portion of the main
campus road to the eastem side of the campus thereby bringing the road closer to the
residential areas that are adjacent to the College. Year round screening will be needed,
which may include berms, to protect the neighboring residential area from the noise and
lights of traffic on the campus road, Relocating the campus road should be required to go
through the site plan review process to ensure that suflicient screening is being provided,
5.
