I I In addition to allowing the College to better serve its existing and expected I enrollment, the improvements will enable the College to better serve its larger "community", including neighbors, host cities, organizations, and related higher education institutions in the Twin Cities. I C. DEVELOPMENT CONCEPT I The Planned Unit Development (PUD) is the process the College must address in I order to implement its Facilities Plan. The Facilities Plan is the physical component of Northwestern College's Institutional Plan. The Institutional Plan, in turn, represents the framework into which all the separate college systems function together in an I integrated whole. I At Northwestern College, the direction of the College is set by its academic endeavors. Other functions, including physical development, exist to support those I academic functions. The educational goals are supplemented by financial and facilities goals, which work together to meet the overall mission of the College. The I purpose of the Facilities Plan (and the PUD) is to "correlate the human, educational, financial, physical and intangible elements of the educational environment into an optimal relationship within the institution." I As important as its academic mission, the College has many relationships with I organizations and institutions outside the College. As part of the Cities of Arden Hills and Roseville as well as to other academic and non-academic organizations, the I College sees its role to maintain and improve those linkages through urban outreach, community involvement and services and facilities.
