TRAFFIC AND PARKING IMPACT STUDY <br /> I A Traffic and Parking Impact Study was completed with the purpose of identifying the <br /> potential traffic and parking impacts of the proposed Northwestern College Campus Master <br /> I Plan expansion. The following conclusions summarize the results of this Study. <br /> I A. Year 2026 Background Conditions dictate the need for the following roadway <br /> improvements to reduce excessive queuing and vehicle delay: <br /> I . A new traffic signal at the intersection of Fairview Avenue/Lydia Avenue with <br /> exclusive northbound right turn and southbound left turn lanes to improve level <br /> I of service. <br /> . One additional exclusive eastbound left turn lane at Snelling Avenue/Lydia <br /> I <br /> Avenue with lengthened holding lanes. <br /> I . One additional exclusive eastbound left turn lane at Snelling Avenue/County <br /> Road C-2 with lengthened holding lanes. <br /> I B. Existing and future year conditions dictate the need to correct for insufficient sight <br /> I lines at the intersection of Lydia Avenue/Lincoln Drive (College entrance); removal of <br /> trees, brush, and berms will be needed to provide adequate sight distances for <br /> vehicles exiting the campus. <br /> I C. Neighborhood concerns about near campus spillover parking on local streets east of <br /> I Snelling Avenue should be alleviated with implementation of the Master Plan; the <br /> parking analysis demonstrates that future peak parking demand will be <br /> I accommodated by new parking ramps constructed on campus. <br /> D. Specific measures to mitigate traffic-related impacts of Master Plan buildout are <br /> I recommended, including the following: <br /> I . One additional westbound exclusive left turn lane will be required at the Fairview <br /> Avenue/Lydia Avenue intersection to accommodate heavy westbound flows of <br /> I campus-generated trips at Master Plan buildout. <br /> . Diverting p.m. peak campus vehicle trips to and from the west via the west gate <br /> I would greatly reduce vehicle delay at Lydia Avenue/College entrance. <br /> Northwestern College Master Plan 8 13529.000 <br /> I PUD Application Report <br />
