During the Site Plan Review for a particular building or change to the campus, the College <br /> \vould submit a detailed construction, landscaping, stonnwater management, and other plans <br /> required by the City. The Site Plan Review process requires review from the Planning <br /> Commission and approval from the City Council before any pennits arc issued. <br /> Having a Master Plan in place allows the College to plan for the future with some certainty <br /> and it makes it easier for the City and neighborhood to know what changes may be made at <br /> the College over the next 12 to 20 years. The College can also prepare mitigation measures <br /> in advance based on City and neighborhood concerns. <br /> 3. The 1991 Northwestem College Campus Master Plan 3ndl996 Plan Amendment <br /> The 1991 plan was the first full Campus Planned Unit Development for the College that is on <br /> record with the City. While the 1991 outlined growth telr the Campus, it did not include a <br /> specific phasing of growth or tools to mitigate the impact of the growth. The new Master <br /> Plan includes significantly more detail regarding proposed growth, storm water management, <br /> traffic & parking, and other details regarding the Campus. <br /> The 1996 amendment permitted the college to expand from 1250 students to 1600.
