('IP Discussion .
1/18/2007
Page 2
2007 Seal coat:
The seal coat proj~ct has been listed as a separate line item in the spreadshcct. Thcsc
costs are not assessed to rcsidents, and for ~asier tracking, staff separated thc costs from
the PM? costs. Based on the feasibility report findings, two additional neighborhoods
have been added to the proposed seal coat project: the Chatham 1\ venue neighborhood,
and the Harriet Avenue/Pine Trec Drive neighborhood. The cstimatcd costs for the 2007
PMP arc lower than staff originally anticipated, and balance the increase in costs for the
seal coat project. Funding source: Gencral Capital Fund.
2008 Projects
2008 PMP Reconstruct:
The proposcd project for 2008 includcs the ncighborhood south of County Road E and
east of Snclling Avcnue. Thc streets include: Arden Place, Forest Lane, Skiles Lane,
G Icnarden Road, Glenardcn Court, and North Snelling A venue. Uti lity work will be
incOlvorated into this project as nceded. With' the continuing increase in stollll\vater
requircments, it is anticipated that the stormwater costs will be the highest of the utility
costs. Funding source: Gen~ral Capital Fund, Gcn~ral Fund, Enterprise Funds
(vVatcrmain, Surfacc Water, Sanitary Se\ver), Assessments. .
The (,ity of Arden Hills has rcceived a request from the City of Roseville r~garding its
next area for street rcconstruction, the Asbury A venue/ Ridgcwood Road neighborhood
(Roseville's "Neighborhood 10''). [,ity limits are midblock; some properties arc even
divided by the border. Rosevillc would like us to consider the option of extcnding their
projcct up to Glenhill Road, which would include approximately 300 feet or Asbury
A venue and 400 feet of Ridgewood Road locatcd \vithin Ardcn Hills. Estimated costs for
thcse segments are approximately $125,000, which includes some funding for storm
sewcr improvements that will be needed. Whilc the estimatcd costs for the 2008 PM?
excecd the $] million guidcline, 2007 and 2009 projccts are cstimatcd at \css than S I
million, creating a balance over three years. Givcn thc close proximity of this
neighborhood to the proposed 2008 PMP. this would be another good candidate for
combining projects in an effor! to reduce construction costs by creating a more lucrative
project for contractors.
200t) Projects
2009 PMPJ3.econstruct:
Since streets prcviously proposed in 2009 \vere shifted to 2007, stafr has shifted the
prey iously proposcd 2011 proj ect to 2009. Past practice has becn to altcrnate
reconstruction and mill and overlay projects every year. Since staff is not recommending
mill and overlays on strects with no curb ami guttcr, thcre are more streets to reconstruct
than therc arc to mill and overlay in the City. Therelare. wc are proposing reconstnlction .
projects in smaller neighborhoods in the "off' years to continue raising thc City-widc
average PC 1. This changc may affcct the enterprise funds, as mi II and overlay projccts
