<br />Ralllscv COIIIl/v-Wide Emerg(,llcl' Opera/ions Plan Revision 5.1, June, 20()." <br />The County Manager is the County Incident Manager or will name a <br />designee as early as is practicable. To accomplish this, he/she will <br />typically consult with the Emergency Operations Team. <br />Additionally, the County Incident Manager will select and designate, at <br />his/her discretion, additional members to the Emergency Operations Team <br />to advise and assist in the performance of his/her duties. At all times, the <br />County Incident Manager must communicate fully with the Board of <br />Commissioners and ensure coordination of the use of resources from the <br />county and local governments, state and federal agencies, in order to <br />foster and expedite response and recovery throughout the county. <br />COUNTY EMERGENCY OPERATIONS TEAM <br />As incidents evolve, the need to coordinate the county's response <br />between agencies requires that appropriate staff be assembled. Often, the <br />team put together for an incident will be small - one or two department <br />heads affected by the incident, the County Manager and EMHS staff, for <br />instance. <br />More severe or widespread incidents require more subject-matter experts. <br />We recognize that these people need to know in advance that they may <br />commonly be called on to serve in an emergency. So we have designated <br />a standing Emergency Operations Team. This group serves as the core of <br />the Emergency Management Council and as the core of the county's <br />Emergency Operations Center staff. <br />The primary role of this group is simple. Members of the group, or the <br />entire group, will be called on to provide the Incident Manager with <br />expertise and advice during emergencies. In addition to the County <br />Manager (as Incident Manager) the team is made up of: <br />· County Sheriff <br />· County Attorney <br />· Director of S1. Paul Ramsey County Public Health <br />· Director of EMHS <br />· Director of Property Management <br />· Director of Budgeting and Accounting <br />· Director of Public Works <br />· Director of Human Services <br />· Director of Human Resources <br />· Director of Data Processingllnformation Services <br />· Manager, Interoperable Radio System <br />42 <br />
