These <br /> costs are not asscssed to rcsidents, and for casier tracking, stalT separated the costs from <br /> the PMP costs. Based on the feasibility report findings, two additional neighborhoods <br /> have been add cd to the proposed scal coat project: the Chatham A venue neighborhood, <br /> and the Haniet Avcnue/Pine Trce Drive neighborhood. The cstimated costs for the 2007 <br /> PMP arc lowcr than staff originally anticipated, and balance the increase in costs for the <br /> seal coat project. Funding source: Gcneral Capital Fund. <br /> 2008 Projects <br /> 2008 PMP Rcconstruct: <br /> Thc proposed project for 2008 includcs the neighborhood south of County Road E and <br /> cast of Snelling A venuc. The streets includc: Arden Place, Forcst Lanc, Skiles Lane, <br /> Glenarden Road, Glcnardcn Court, and North Snelling Avcnue. Utility work will be <br /> incorporated into this projcct as needed. With' the continuing incrcase in stornnvater <br /> requircments, it is anticipatcd that the stornnvater costs will be the highest of thc utility <br /> costs. Funding source: Gcneral Capital Fund, General Fund, Enterprise Funds <br /> (Wah:rmain, Surface Water, Sanitary Sewer), Asscssments. . <br /> The City of Arden Hills has received a request fi:om thc City of Roscvillc regarding its <br /> next area for street reconstruction, the Asbury A venuel Ridgewood Road neighborhood <br /> (Rosevillc's "Neighborhood 1 0"). City limits are midblock; some propertics are even <br /> divided by the border. Roseville would like us to consider the option of extending their <br /> projcct up to G1cnhill Road, which would include approximately 300 feet of Asbury <br /> A venue and 400 feet of Ridgewood Road located within Arden Hills. Estimated costs for <br /> these segmcnts are approximately S 115,000, which includcs some funding for storm <br /> sewer improvcments that will be necded. While the estimatcd costs l()f the 1008 PMP <br /> exceed the S 1 million guidelinc, 2007 and 1009 projects are estimated at less than $1 <br /> million, creating a balance over three years. Given the close proximity of this <br /> neighborhood to the proposed 2008 PMP, this would be another good candidatc for <br /> combining projects in an effort to reduce construction costs by creating a more lucrative <br /> project for contractors. <br /> 2009 Proiects <br /> 2009 PMP Rcconstruct: <br /> Since strects previously proposed in 2009 were shifted to 2007, stair has shifted the <br /> previously proposed 2011 project to 2009. Past practice has been to alternate <br /> reconstruction and mill and overlay projects every year. Since staff is not recommending <br /> mill and overlays on streets with no curb and gutter, there arc morc streets to reconstruct <br /> than there are to mill and ovcrlay in the City. Therefore, we are proposing reconstruction . <br /> projects in smaller neighborhoods in thc "off' years to continue raising the City-wide <br /> avcrage PCI. This change may affect the enterprise funds, as mill and overlay projccts <br />
