Requl:sts for Variances and Site Plan Reviews do not require that a public hearing be held but the <br /> Planning Commission may determine that adjoining property owners should be invited to thl:ir <br /> meeting to oller responses to the application, prior to action by the City. <br /> Subd. I Placing Request on Planning Commission Agenda. Within sixty (60) days <br /> atter the date of receipt of the application, the Zoning Administrator shall place the <br /> request on the Planning Commission Agenda. <br /> Subd.2 Referral to Others. The administrator shall also refer copies of the application <br /> and required documentation in support thereofto other City otTicials who have an interest <br /> therein in accordance with the required administrative distribution schedule. <br /> Subd.3 Planning Commission Consideration. The applicant or his representative shall <br /> be given the opportunity to appear before the Commission to answer questions or give <br /> explanations regarding the proposal. The Commission may adjourn the discussion to its <br /> next meeting, either regular or special, and may continue its study and consideration of <br /> the application at meetings subsequent to the meeting at which the initial discussion <br /> occurred. Upon completion of its study and consideration of the application, the <br /> Commission shall submit its written report, containing its finding, conclusions, and <br /> recommendations to the Council and shall be placed on the next Council agenda atter the <br /> application has been considered by the Commission. At such meeting the Council shall <br /> consider the report of the Commission thereon. <br />. Subd.4 Council Consideration. In considering applications, the Council shall <br /> consider the advice and recommendations of the Commission and may approve the <br /> request if it detennines that the request is permissible in accordance with the city <br /> standards. Such applications may be denied by action of the Council, and such action <br /> shall constitute a finding and detennination that the conditions required for approval do <br /> not exist. <br /> Suhd. 5 Action by Council. The Council must take action on the application within <br /> sixty (60) days following the report to it by the Commission or following a hearing <br /> (optional) held by the Council. Council action may include approval, denial or referral <br /> back to the Commission. <br /> 1355.03 Application Requirements for All Land Use Procedures. <br /> Subd. 1 Application. The applicant for City review of any land use procedure <br /> requiring action hy the Planning Commission and City Council shall fill out and submit <br /> to the zonmg administrator, the completed application fonn, and all required <br /> documentation. <br /> Subd.2 Documentation.
