<br />Plan Evaluation: Ordinances <br />1. Landscaping Plan Proposal . <br />Vegetation Plan: Thc vegetation/landscaping plan, a detailed list of the plantings and an <br />estimatcd cost of the proposcd plantings is in Attachmcnt 3B-4. The applicant is proposing <br />to use 25 different types of trees, plants, and bushcs for a total of 184 plantings at an <br />estimatcd cost of $19, 107.40. To help visualize the landscaping plan, the applicant has <br />submitted pictures and information about each type of plant that is proposed to be used on the <br />property, The vcgctation plan includes a mixture oftrces, large and small shmbs, flowcrs, <br />and vines, <br />Thc applicant will also be rcstoring thc shoreline vegetation. They are currently working <br />with the Rice Creck Watershed District (RCWD) to select the appropriate types of plants. A <br />list of plant options for along thc shorelinc is included with this report (Attachmcnt 3B-2), A <br />final review from the RCWD was not available in time for the printing of this report. <br />Retaining Wall: Due to the steep hillside, the applicant is proposing to construct a four foot <br />high retaining wall along the property line facing Lake Johanna Blvd, The applicant has <br />submitted two different pictures of rctaining walls that may be used on the property <br />(Attachmcnt 3B-I), Trces and bushes in front of the retaining walls would screen much of <br />thc wall from the lakc. Two types of vines would also be uscd to scrcen the walls and <br />provide additional vcgetation on the propcI1y, <br />There arc two other four foot high retaining walls proposcd tor the propcrty, Onc of the . <br />rctaining walls is located on thc northwestern part ofthc propcrty, Thc othcr rctaining wall is <br />locatcd near the southeastern corner of the proposcd dwelling. <br />Rain Gardcn/Stormwater Atanagemem: The proposal includes a rain garden to trcat and <br />store on-site stormwater (Attachment 3B-4), The rain garden is located immcdiately west of <br />thc retaining wall and is filled with plants appropriatc for a rain garden, Thc Rice Creek <br />Watershed District is revicwing the application to ensure that the rain gardcn is sutlicient for <br />runoff on the propcrty, Therc was no stormwater treatment on the property prior to this <br />proposal. <br />There is an existing pipe along the northern edge of thc lot in a utility eascment that carrics <br />stonmvater from Fairvicw Avenue to Lake Johanna, This pipe was not damaged in thc <br />clearing and will rcmain in place. <br />Erosion Control: The City and the Rice crcek Watcrshed District (RCWD) monitor crosion <br />control on thc property (Attachmcnt 3B-4). The proposed rain gardcn and landscaping will <br />crcate natural erosion control measures and help stabilizc the hillside. The RcWD is <br />reviewing thc building and rain garden proposal.
