The property an-angcmcnt does make it difficult for those people passing by to see the <br /> vehicle repair shop from County Road E because it is located behind the gas station <br /> and does not have frontage on the county road. The vehicle repair station property is <br /> essentially landlocked becausc it cannot access Hamline A venue/Highway 51. The <br /> electronic message hoard would help make the business more visible from the street. <br /> II, The proposed electronic message board will likely not result in a sign that is <br /> inconsistent with the purpose of the zoning district in which the property is located or <br /> the current land use, The sign will be used to advcrtise for businesses that are <br /> confonlling uses in the B-2 Zone. The electronic message hoard can be limited so as <br /> not to flash, scroll, or quickly change messages to reduce the impact of the electronic <br /> message board. <br /> 12. Section 1280 of the Sign Code permits maintaining, replacing, and repairing <br /> nonconforming signs but not the enlargement of nonconforming signs. The applicant <br /> is proposing to enlarge the nonconf()rming sign. The proposed sign would be eight <br /> square feet larger and 1.3 feet taller than the existing Sib,1Jl. The new sign would also <br /> incorporate the electronic message board. <br /> 13. The proposed sign would be constructed in the same location as the existing sign. <br /> 14. The proposed sign would be devoted to uses that arc permitted within the B-4 Zone. <br /> Recommendation <br />. The Planning Commission reviewcd Planning Case 06-036 amI voted 4-2 to recommend <br /> approval of the Site Plan Review based on the submitted plans and fOUl1een findings of fact. <br /> The recommendation for approval is subject to the following thirteen conditions: <br /> 1. The project shall he completed in accordance \vith the plans submitted. Any significant <br /> changes to these plans, as determined by the City Planner, shall require review and <br /> approval by the Planning Commission. <br /> 2. The new sign shall be located in the same location of the sign for which it will replace. <br /> 3. Advertising not related to the businesses at 130(, and 1310 County Road E shall be <br /> strictly prohibited. This condition shall not prohibit non-commercial messages. <br /> 4, The electronic message center shall not change messages more frequently than once per <br /> five seconds and shall be subject to adjustment by the City in accordance with Condition <br /> 10 below, <br /> 5. The electronic message center shall not use multi-li-ame messagcs. <br /> 6, The messages shall not flash, scroll, or use animated pictures or animated logos. <br /> 7, The text on the message center shall be monochrome in appearance. <br /> 8. The brightness of the message ccnter shall be modified for daylight and nighttime <br /> operational hours so as not to distract automobile traffic. The City may require the <br /> applicant to adjust the brightness of the sign if the City determines that the sign is <br /> distracting drivers. <br /> 9.
