Due to the holiday, thcrc will not be an Administrator's
Update next week.
A check for the hal\(l claim was delivered to me this week. It has been depositcd. As mentioned
in the budget materials, the auditors had previously booked the anticipated claim payment as
general fund revenue in 2005. The League of Minncsota Cities Insurance Trust is negotiating for
restitution payments, and rve askl:<! Jerry to assist me with ensuring that the City's interests are
also represented in those discussions.
The mediation took place on Tuesday and lasted throughout the day. Staff is planning to update
Council at a closed meeting on Novcmber 27.
. The Agreement for Lm Enforccment Services with Ramsey County Sheritf~s Department will
bc on the agenda for the November 27 Council meeting. There have been no real changes to the
agreemcnt except to adjust language reflecting the new consolidated dispatch center (i.e. the
Sheriff s Department 110 longer manaQes the dispatch center. so we are now billed for this
~ ~
service from the County directly and not the Sheriffs Department.) As in the Clln'ent agreement,
we havc to provide a minimum of nine months notice if we intent to discontinue the service.
I've had some questions latcly about the law enforcement agrecment, and how it relates to
stalling and coverage. The agreement does not deal with specitics about coverage, That is
negotiated in the budget process. I would like to plan a work session discussion or Council
meeting presentation in the near future to re-visit that process so that everyone is familiar with it.
At the Scptember Work Session, Council had a lengthy discussion about Fire Department Capital
Financing. At that meeting, the minutcs notc the Council was gencrally supportive of the
proposed change, which includes our contribution to\vards the purchase of a fire engine. I
rccently reccived the invoice for that itcm and will put the request for approval on an upcoming
agenda. This purchase \Yould be paid for from the Public Safety Capital Fund.
I attended the I35W COITidor Coalition meeting this week. I'm attaching a copy of the draft
2007 \York plan for your inton11<ltion.
. This week the seven contract citics held their monthly meeting with the Ramsey County SheritTs
Department. We have compiled a draft "annual review" which is attached for your rclcrcnce.
