Non-Agenda for Week Ending Friday, November 17, 2006 -
Mayor and City Council
Page 2
did not receive any comments back from Mayor and Council so I tried to capture thc concerns 1 .
was aware of in my comments to the group. We will be shming thosc concerns with Sheriff
Fletchcr ncxt month and he will rcspond to them.
As I've mcntioned previously, there has been an on-going discussion about thc possibility of
implcmenting Administrativc Citations. Duc to City Attorney concerns relating to using this
proccss for moving violations, 1110st cities have decided not to proceed at this time, although
some may implcment for non-moving violations and code enforcement violations (Arden Hills'
staff is still exploring this option for your future consideration.) Reccntly many cities received a
requcst to consider pursuing legislative changes to support administrativc citations. The City of
Gem Lakc has already voted to support such an effort, and the other contract cities will be
considcring a similar action. I plan to put this topic on a futurc Council Work Scssion agenda for
discussion.
The Committce Summit was held on Wednesday night and thcre was grcat information sharing.
All the Committees, Commissions, and Task Forces provided repoJis regarding their activities
this year. Some handouts were presented (copies were put in your boxes.)
In the 2006 budget funds were designated for a speed sign. I reccntly receivcd an updated quote
of $3,344 from traffic Deputy Tim Entner. The quote that we reecived a ycar ago from another
company was $3,950. We budgeted $4,000. 1 am hoping to proceed with the purchasc of the .
sIgn soon. This will be a portable sign that our Public Works employees can mount on
permancnt sign posts in thc City in a variety of locations wherc speeding is a concern. Based on
complaints and analysis from thc last three years, I think the sign will be used quite a bit on Lake
Johanna Boulevard.
The Traffic Dcputies have recently been spending some time on Lakc Johanna due to complaints
from residents. The concern latcly isn't just speeding (which is a constant concern). The
complaint is that cars are passing other cars on the shoulder. So. we've asked the RCSD to
investigate and they havc been vcry responsive.
The City has received three very competitive quotes lor repairing the camera system in thc
Council Chambers. A recommendation will be brought to thc Novcmber 27th City Council
mecting. Once a bid is selected, repair and replacement work wilJ begin on th'b camera system.
The re-landscaping plan for 3433 Lake Johanna Rlvd will bc brought to the Novcmber 27th City
Council meeting tor review. The plan was reviewed at the October and Novembcr Planning
Commission meetings and the Commission is recommending approval of the proposed plan.
The plan is meant to help mitigatc the impacts from thc clear-cutting that occurred this last
summer.
There has been a noticeable increase in inspections and building permits this month as residents
and contractors are trying to bcat the impending freeze up. Code enforcement concerns are also
.
