<br />. ~ <br /> EN HILLS <br /> MEMORANDUM <br /> DA TE: November 15, 2006 COUNCIL \VORK SESSION <br /> TO: Mayor and City Council <br /> Michelle Wolfe, City Administrator '1?-7 <br /> FROM: Karen Barton, Community Developmcnt Director ~ <br /> SUBJECT: Preliminary Development Agrcement with CRR Update <br /> At the October 16, 2006 Council Work Session, Steve Bubul of Kennedy and Graven Law Fiml <br /> presented a draft copy of the Preliminary Developmcnt Agreement (PDA) bctween the City and <br /> eRR for the purchase and redevclopment ofthe Twin Cities Army Ammunition Plant (TCAAP). <br />. Based on feedback receivcd at that work session, Mr. Bubul modified the PDA and then <br /> presented it to CRR for comment. <br /> On November 3,2006, City staff met with Mr. Bubul, representatives from Ehlers, and CRR to <br /> discuss the PDA. Following that meeting, Mr. Bubul and CRR's attorncy had a couple of <br /> conference calls to further clarify some issues. On Novcmber 14,2006, CRR's attorney <br /> prescnted their proposed draft of the PDA. And on Friday, November 17,2006, City staff, Steve <br /> Bubul and Ehlers w111 have a confcrence call to discuss CRR's proposed changes. <br /> Mr. Bubul will be present at Monday evening's work session to update Council on the PDA, <br /> gathcr feedback and answcr questions as we continue ncgotiations with CRR. <br />. <br />
