;
the 1-35 Corridor Coalition was to have uniform enforcement of the property maintcnance codes .
through out the Coalition. That committee was comprised of City Staff and consultants from the
seven city members of the I-35W Corridor Coalition. The property maintenance code ultimately
chosen by the committee was the International Property Maintenance Code (IPMC). Since that
time, our neighboring cities to the south, Roseville, and to the northwest, Mounds View, have
adopted the International Property Maintenance code.
While all of the property maintenance codes for the various communities are similar, the Arden
Hills .committee opted to select the IPMC since it had been dcveloped nationally, was subjected
to a vast mount of scrutiny, and has withstood numerous challenges, Additionally, the IPMC is
also coordinated with the state building codes, and is owned and published by the International
Code Council (ICC), which also publishes the International Codes adopted by the City of Arden
Hills.
The committee found that the Roseville adoption process of the IPMC to be particularly
appealing and invited the Roseville Building Official to come to a meeting to discuss how the
PPMC is currently working for Roseville.
After reviewing the IPMC and obtaining positive feedback about its adoption in other cities, the
committee has decided to recommend adopting the IPMC with minimal amendments. Attached
are the recommendcd amendments to the 2006 International Property Maintenance Code (lPMC) .
and a copy of the 2006 IPMC as published by the International Code Council.
Recommendation
The property maintenance committee is recommending that the Planning Commission approve
the IPMC for adoption by the City and recommend that the Code be adopted by the City Council.
The task force is also requesting that the Commission consider and make recommendation as to
what extent they wish the IPMC to be enforced. The task force recommends that the new LPMC
be used as an additional tool for code enforcement. The general consensus of the task force was
that proactive neighborhood swe~ps are not needed at this time, but may be considered in the
future, with the realization that increased cnforcement will crcate additional costs for the City.
Attachments
4A-l International Property Maintenance Code
4A-2 Proposed Amendments to the IPMC
4A-3 License Agreement
City of Arden Hills
Planning Commission Meetingfor November /, 2006
\\Metro-inet.us\ardenhiIls\l3uilding\Memos\lPMC planning conmlission memo.
