<br />. <br /> AGREEl\IENT BET\VEEN <br />. R..L\MSEY COUNTY HRA and CITY OF ARDEN HILLS <br /> FOR ENVIRONMENTAL RESPONSE FUNDS <br /> This is an Environmental Response Fund Grant Agreement between the Ramsey County <br /> Housing and Rcdevelopment Authority ("I-IRA") and City of Arden Hills ("'GRANTEE"). <br /> WHEREAS, On Deccmber 22, 2002, the HRA approved an increase in the mortgage <br /> registration and deed tax effective February 1,2003, for the purposc or creating an <br /> Environmcntal Response Fund per Minnesota Statutes, section 383A.80; and <br /> WHEREAS, on June 30,2006, based upon an application from GRANTEE dated May 1, <br /> 2006 ("APPLICATION"), the I-IRA approved an Environmental Response Fund grant to the <br /> GRANTEE in the amount of Fifty Thousand Dollars (S50,OOO.OO) for remediation activities at <br /> the Gateway Business Center/STS Steels sitc in the City of Arden Hills; and <br /> NOW, THEREFORE, it is agreed: <br /> 1. Gn:mt Amount <br /> The HRA grants the GRANTEE a sum not to exceed Fil1y Thousand Dollars <br /> ($50,000.00) which funds shall be used only to reimburse it f()r expenses inculTed al1er <br /> Junc 20, 2006, in perfOlming activities specified in the APPLICATION, which is <br />. incorporated herein by refcrence, to the extent those activities arc within the scope of <br /> Minnesota Statutes ~383A.8] . <br /> 2. Payment <br /> Grant funds \vill he disburscd to thc GRANTEE on a reimbursement basis only. <br /> Requests for payment must be accompanied by such documentation as decmed <br /> reasonable by the HRA, in its sole discretion, including but not limited to vendor invoices <br /> and proof of payment for eligible activities and by a certification that expenditures were <br /> made for cnvironmental rcmediation activities specified ill the APPUCA TION and no <br /> other funds were then availahIc to reimburse these expenses. <br /> 3. Reporting <br /> Upon the expenditure of all funds covered by this Agreement, the GRANTEE shall <br /> suhmit a report to the H RA on the progress of the work and a fi nancial summary 0 fall <br /> sources and uses of funds f()r the work. <br /> 4. Accounting and Rccord Keeping <br /> For all cxpenditures of ftlllds made pursuant to this Agreement, GRANTEE shall keep <br /> financial records including properly executed contracts, invoices, and other documents <br />. suffieient to evidence in proper detail the nature and propriety of the expenditures. <br /> I <br />
