Mr. <br />Johnson responded it was either 14 or 15 job classifications. <br /> <br />MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br />motion to approve awarding the Job Classification and Compensation <br />Study to Riley, Dettmann & Kelsey LLC in the amount of $10,735.00 with <br />mileage reimbursement included. Services <br /> <br />Ms. Giga stated the City has contracted with URS, Inc. for engineering services since 1998. <br />Until 2006, URS had served as the City Engineer. In 2006, the City entered into a Joint Powers <br />Agreement (JP A) with the City of Roseville for engineering services, designating the City of <br />Roseville as the City Engineer. <br /> <br />It has been about 10 years since the City conducted a process regarding engineering consulting. <br />Staff feels that in order to provide the City with the best service at competitive rates, it is <br />appropriate to conduct a Request for Qualification (RFQ) process for engineering services at this <br />time. <br /> <br />The City Council has approved construction agreements with the City of Roseville to complete <br />the feasibility report, design, and construction engineering for the 2007 and 2008 Pavement <br />Management Program projects. These larger projects were typically completed by outside <br />consultants. With Roseville completing this work, there is not an immediate need for a <br />consultant to be heavily involved with Arden Hills projects. As a result, the timing of this RFQ <br />process will not impact the current workload. <br /> <br />Ms. Giga discussed the differences in using a single consulting firm versus a pool of consultants. <br />She stated that staff recommends the City put together an RFQ with the intent to develop a <br />consultant pool of three to five engineering firms. <br /> <br />Ms. Giga stated that as a part of this process, staff recommends that the City terminate its current <br />contract with URS. Most of the conditions of the existing contract are not consistent with the <br />proposed terms of the RFQ. Staff does expect to continue working with URS on existing <br />projects, as well as some future projects they have had some involvement with. Staff also <br />anticipates relying on URS for historical information as new staff continues to gain knowledge <br />about Arden Hills. <br />
