Need north-south trail across Interstate-694 - near Harnline Avenue- <br /> <br />CSAH 96/TH 10 Issues/Needs/Desires <br />Councilmembers were asked to identifY issues, needs and desires for the CSAH 96 and Trunk <br />Highway 10 intersection. <br /> <br />Environmental Concerns <br />. Must avoid impacting the lake and groundwater <br />. Minimize highway noise <br /> <br />Access <br /> <br />. Access between CSAH 96 and Interstate-35W is important - uses US Highway 10 <br />. Access to Mounds View High School is forced to use the Old Highway 10/CSAH 96 <br />intersection. <br />. Want local access <br />. Access to US Highway 10 businesses on south side of US Highway 10 <br />. TCAAP needs US Highway 10 access which would force a US Highway 10/CSAH 96 <br />grade separation. <br /> <br />Mobility <br />. Allow for pedestrian mobility along CSAH 96 <br />. The Old Highway 10 access on CSAH 96creates a difficult intersection. <br />o Goal/Objective: Minimize disruption <br />o Goal/Objective: Reduce regional traffic on local system <br /> <br />Community Concerns <br />. The impact to the manufactured home community - Although it might be a reality at <br />some point in the future, the City does not want to push the manufactured home <br />community residents out of their homes. <br /> <br />. Limit retaining walls along residential areas. <br />o Goal/Objective: Improve the vitality of Arden Hills <br /> <br />Mr. Benson stated that Ramsey County held a public hearing in 1995-1996 for the more recent <br />changes to the US Highway 10/CSAH 96 area. Mayor Harpstead asked that staff or the consultants <br />obtain a copy of that public hearing report. <br /> <br />3 <br />
