<br /> <br />~ <br />EN HILLS <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />May 9, 2007 <br /> <br />AGENDA ITEM 6.A <br /> <br />TO: <br /> <br />FROM: <br /> <br />Mayor and City Council <br />Michelle Wolfe, City Administrator <br /> <br />Kristine Giga, Civil Engineer/~ <br /> <br />SUBJECT: <br /> <br />2007 PMP Improvements- Assessment Hearing <br /> <br />BACKGROUND <br /> <br />On April 9, 2007, the City Council set May 14,2007 as the date to hold public hearings for the <br />purpose of establishing special assessments for the 2007 PMP Improvements. <br /> <br />At this assessment hearing, staff will havc specific information available regarding the <br />assessments for the project. Information will include a description of the project, project <br />financing, and a discussion of typical assessments for properties benefiting from the <br />improvemcnts. Staff will summarize the City assessment policy and how it has been applied to <br />the project. <br /> <br />If questions come up regarding specific assessments or if amendments to the assessment rolls are <br />necessary, hearings can be continued bcfore final adoption. Council may want to continue the <br />consideration of the assessment roll to the May 29,2007 meeting. This continuance would allow <br />staff timc to investigate and make recommendations regarding any objections and questions <br />raised at the May] 4,2007 hearing. <br /> <br />FINANCIAL IMPLICATIONS <br /> <br />The project is proposed to be assessed consistent with the City's assessment policy, which states <br />that 50% of the costs for roadway improvements will be assessed in residential areas and 70% of <br />the costs for roadway improvements will be assessed in commercial areas, with the remaining <br />portion financed by various City funds. Financing for the project is consistent with past City <br />policy and practice.
