The CUP application
was for a request to store an RV outside of a structure in the rear oftheir property. According to
the Zoning Code, RVs less than 28 feet in length can be parked without any special permits, RVs
between 28 and 34 feet in length require a CUP, and RVs longer than 34 feet are not permitted to
be stored outside. Along with the CUP application review, the Commission made an
interpretation ofthe Zoning Code on how the length of an RV should be measured.

At the April meeting, the Planning Commission determined that an RV should be measured from
end to end. When measured from end to end, the RV in this planning case was 37 feet II inches
long and, as noted above, RVs longer than 34 feet cannot be parked outside. Because of that
ruling, the CUP application could not be approved and, subsequently, the Planning Commission
unanimously recommended denial of the CUP application to the City Council.

The City Council received the Planning Commission's recommendation at their April 30, 2007,
meeting. Upon review of the planning case, the City Council unanimously agreed with the
Planning Commission's interpretation of the Zoning Code on how the length of an R V should be
measured.

While the City Council did not overturn the Planning Commission's recommendation of denial
for the CUP application, the Council did vote (3-2) to remand the CUP application back to the
Planning Commission for further review. The planning case was remanded back to the Planning
Commission because Mr. Hagen stated that he wanted to explore the option of trading his current

City of Arden Hills
Planning Commission Meetingfor June 6, 2007

\\Metro-inet.uslardenhills\P/anninglPlanning Cases\2007\07-006 Hagen CUP (PENDING)\060607 - PC Report - Hagen CUP. doc
Page 1 of2
