<br />utility plans; however, no changes are expected to the overall layout of the plat. <br />The Engineer's review notes that the applicant will need to acquire certain <br />permits, which are needed prior to any work being done on the property <br />(Attachment 3C-2). The utility drawings will be finalized depending on the <br />outcome ofthe design ofthe plat from the Planning Commission/City Council <br />revIew. <br /> <br />The Subdivision Code requires a 60 foot wide right-of-way and a minimum 28 <br />foot wide pavement width, both of which are provided for in the submitted plans. <br />The City Engineer has verified that there will be sufficient line of sight for <br />approaching traffic at the proposed Cleveland AvenuelKatie Lane intersection. <br /> <br />The City Attorney will be reviewing a developer's contract prior to the City <br />Council's review of the subdivision proposal. That contract will outline the final <br />specifications for all roads, utilities, drainage/stormwater provisions, and <br />performance guarantees in the subdivision. The final detailed utility and road <br />designs are subject to City requirements as well as City Engineer and Public <br />Works Director approval and inspection. The City Engineer and Public Works <br />Director are working with the applicants to ensure that submitted designs meet <br />City requirements. The development contract will require Council approval <br />before the plat is executed. The new extension of Katie Lane would become a <br />public street provided it meets all City design requirements. <br /> <br />B. Easements (Section 1130.05 and 1130.08) <br /> <br />City subdivision regulations require twelve (12) foot wide utility and drainage <br />easements dedicated to the City along the right-of-way and centered on common <br />lot lines. The plat includes all of the required drainage and utility easements <br />along lot lines. <br /> <br />The subdivision regulations require all ponding and drainage areas to be included <br />in drainage easements that are dedicated to the City. The plat includes three <br />stormwater ponds (two infiltration ponds and one existing lowland) and an <br />existing open water wetland. Block 2 Lots 5 and 9 will have a constructed <br />infiltration pond inside of a drainage easement. Block 2 Lot 6 will have a <br />stormwater pond inside of an easement. The existing pond is located on Outlot A <br />and will be incorporated into a drainage easement. of Block 2. The City will have <br />direct access to all ofthe pond and drainage area for maintenance. <br /> <br />The City requires storm, sanitary, and water mains that cross private property to <br />be within an accessible easement. There will be a storm sewer pipe between Lots <br />4 and 5 of Block 2.
