~

~
EN HILLS

MEMORANDUM

DATE:

June 18,2007

Agenda Item 2,D

TO: Mayor and City Council
Planning Commission

FROM: James Lehnhoff, CitYPlanne~

SUBJECT: 2008 Comprehensive Plan Kick-off

2008 Comurehensive.Plan Overview

All cities in the seven county metropolitan area are required by the Metropolitan Council and
State Statutes to update their comprehensive plan every ten years. The Arden Hills
Comprehensive Plan was last completed and approved by the City and the Metropolitan Council
in 1998; therefore, the next Plan update is due at the end of 2008, Although the next
Comprehensive Plan update will presumably be in 2018, the Met Council has directed the
current update process to look to 2030.

The comprehensive planning process is a great opportunity to review the goals, policies, and
strategies from the 1998 Comprehensive Plan; evaluate the progress that has or has not been
made since 1998; determine what policies should continue; address new issues and concerns; and
incorporate the proposed TCAAP development into the wider community plan. The
Comprehensive Plan is not meant to solve every problem in the City or prescribe a specific
strategy for every issue; however, it will help the City set and prioritize policies and projects as
well as inform the overall long-term decision-making process for the City. The Plan also has
some strategic influence on Ramsey County, the Metropolitan Council, MnDOT, the Federal
Department of Transportation, and potential grant opportunities.

City of Arden Hills
City Council Work Session
June 18, 2007

IlMetro-inet.uslardenhillslPlanning\Comprehensive Plan\Memos\061807 - 2008 Comprehensive Plan Kick Offdoc
Page I of6
