<br />Plan Topics <br /> <br />State Statutes and the Metropolitan Council regulations require the Comprehensive Plan to <br />address the following topics (http://www,metrocounci1.org/planning/LPH/handbook.htrn): <br />. Land use; <br />. Housing; <br />. Transportation; <br />. Water resources management (water supply, stormwater, sewer system); <br />. Parks, open space, and natural resource protection; <br />. Plan Implementation; <br /> <br />While not required, the Metropolitan Council encourages cItIes to address economic <br />development, redevelopment, and intergovernmental coordination. At this time, we are hoping <br />to address these topics in some fashion in the 2008 Comprehensive Plan. <br /> <br />Although the comprehensive plans for each city in the metropolitan area will have a unique <br />flavor, the Metropolitan Council has published a number of policy plans that each city must <br />conform. These plans include the 2030 Regional Development Framework, the 2030 <br />Transportation Policy Plan, the 2030 Regional Parks Policy Plan, and the 2030 Water Resources <br />Management Policy Plan. These plans do have some influence on the Arden Hills plan; <br />however, we do not anticipate these plans having an adverse impact on the City's vision or <br />overall character. These requirements and potential impacts of these plans are sununarized in the <br />System Statement that the Metropolitan Council prepares for each city, which is attached to this <br />memo. <br /> <br />Schedulinl! and Public Participation <br /> <br />The update process is intended to be officially completed by December 2008. However, much of <br />the work will need to be completed by April 2008 because the City must provide neighboring <br />communities and the school district with at least six months to review the draft of our <br />Comprehensive Plan. Arden Hills will also be given a six month period to review our neighbor's <br />comprehensive plans and provide comments. Under certain conditions, the Met Council can <br />grant extensions to the planning process; however, it is our goal to stick to the schedule as much <br />as possible. <br /> <br />As with most planning processes, meaningful public involvement is an important component. <br />There are three community-wide open houses/workshops currently planned.
