<br />update the community's overall VISIOn. The exact format of the meeting is still being <br />determined. A notification for the meeting is going out in the upcoming City newsletter. Weare <br />hoping to use the North Heights Lutheran Church for that meeting. <br /> <br />The other two meetings are tentatively scheduled for October 2007 and March 2008. If there is a <br />town hall meeting in January 2008, an informational update of the comprehensive planning <br />process could be conducted then as well. In addition to the official community-wide meetings, <br />there will also be a number of work sessions with the City Council, Planning Commission, and <br />PTRC to develop policies and review plan content. These meetings will be open to the public. <br />The EDC, Communications Committee, and FP AC will also playa role in the planning process. <br /> <br />No additional work sessions are planned with the Council until August, which will be to review <br />the results of the August 8 public meeting. Meeting dates will be coordinated with and around <br />other meeting dates as necessary. <br /> <br />Comprehensive Plan Review Process <br /> <br />State Statutes and City Ordinances require the Planning Commission to hold the official public <br />hearing for the Comprehensive Plan review prior to the official City Council review. The public <br />hearing with the Planning Commission is tentatively set for April 2008. After the Planning <br />Commission review, the Plan is sent to the City Council. Once the City Council approves the <br />draft plan, it is then opened for comment from the neighboring communities and school district. <br />After the neighboring communities have reviewed the draft Plan, it is then sent to the <br />Metropolitan Council for review. Since the Council, Commission, and general public will be <br />involved in the development of the 2008 Plan, the official public hearing with the Planning <br />Commission should be more of a formality than a forum to make wholesale changes to the plan. <br /> <br />TCAAP <br /> <br />As you are likely aware, it still may be necessary to amend the 1998 Comprehensive Plan for the <br />proposed TCAAP development. While it may seem redundant to update the 1998 <br />Comprehensive Plan while preparing the 2008 Comprehensive Plan, the TCAAP land use plan <br />will likely need to be reviewed by the Met Council before the 2008 Comprehensive Plan is <br />completed. The 1998 Comprehensive Plan amendment for TCAAP will essentially be a <br />standalone document that focuses on the TCAAP project. <br /> <br />While TCAAP may be the largest influence on the Comprehensive Plan since 1998, it will not be <br />the sole focus of the 2008 Comprehensive Plan.
