<br />City of Arden Hills <br />Budget Analysis Report <br />May 04, 2006 <br />Page 5 <br />The first step in defining a prioritized work plan for the City of Arden Hills is to define the <br />local and global pavement maintenance activities and their related costs. Local <br />pavement repairs are those repairs that are performed on a localized area of a given <br />pavement section (e.g., patching, crack sealing, etc.). A global pavement maintenance <br />activity is one that is performed on the entire surface of a given pavement section (e.g., <br />reconstruction, seal coat, overlay, etc.). <br /> <br />Once the local maintenance policy has been established, the PCI is recalculated based <br />on these assumptions to determine the improvement in the PCI based on the <br />maintenance. For example, a street with an original PCI of 68 may increase to a PCI of <br />80 when all rutting has been patched. Every pavement section was analyzed in this way <br />in the first year of the budget analysis. The difference between the improved and <br />original PCI is a measure of the effectiveness of that particular type of maintenance. <br /> <br />The ICON program attempts to find the optimal combination for routine maintenance. <br />This may include seal coating, patching or crack/joint sealing separately or in <br />combination. A routine maintenance strategy, consisting of patching and crack sealing, <br />is assigned to pavements with limited amounts of low-severity cracking. Routine <br />maintenance on pavements that are still in very good condition will help preserve the <br />integrity of the base and prolong the life of the pavement. Overlays are used to repair <br />pavements where local repairs such as patching are not cost effective. These <br />pavements are in "fair" to 'poor" condition and may have low strength and/or other <br />problems such as poor drainage. The global repair of reconstruction is recommended <br />for pavements with extensive amounts of load-related distress. <br /> <br />Global Maintenance Strategy <br />The correct application of global (applied to the entire pavement section area) <br />maintenance, repair and rehabilitation strategies is difficult to develop due to the number <br />of variables that affect pavements. The optimum application of maintenance activities <br />depends on the current surface condition and subgrade strength of the pavement as <br />well as the pavement age, traffic loading and other factors. GoodPointe Technology <br />and City staff discussed the development and application of maintenance strategies on <br />a number of occasions to determine the analysis parameters used to derive the results <br />of this report. <br /> <br />Note: When a pavement section has a PCI that falls on an overlapping range between <br />two or more global maintenance activities, an additional Life Cycle Cost (LCG) <br />analysis is performed for each applicable strategy. The estimated amount of <br />pavement life for each particular maintenance activity is determined and is <br />divided by the cost to provide that life. The program then recommends <br />maintenance activity with the highest LCC value for the given pavement section. <br />
