<br />City of Arden Hills <br />Budget Analysis Report <br />May 04, 2006 <br />Page 6 <br /> <br />Budget Needs and Scenarjos <br />The data collected from the PCI surveys was correlated to other City-supplied <br />information such as pavement age, functional class, and historical budget expenditures <br />to serve as the basis for multi-year budget projections. The following pages describe <br />the general process that GoodPointe Technology followed to develop the budget needs <br />and scenarios for the City of Arden Hills. <br /> <br />Introduction <br />Once the pavement network has been defined and each section has been inspected, <br />the condition of the overall network condition without maintenance or rehabilitation can <br />be determined by projecting the PCI into the future. Pavement sections are selected for <br />maintenance and rehabilitation during a multi-year analysis period if they meet the <br />decision criteria established based on PCI, functional class and surface type. When <br />they are identified for maintenance or rehabilitation, a network-level budget planning <br />maintenance strategy for pavements of that condition is used to determine the funds <br />needed for that section. Those funding needs are totaled for each year of the analysis <br />period to determine budget needs. <br /> <br />The first step is to identify the best maintenance strategy for each pavement surface <br />type - pavement condition group and develop decision trees. This requires a long-term <br />life cycle cost analysis of typical pavements from each group in different condition <br />categories. The following three general maintenance categories have been correlated <br />to the respective PCI ranges to provide a realistic maintenance and rehabilitation <br />treatment assignment. <br /> <br />Seal Coat At the high end of this range, pavements may have little or no distress. At <br />the low end of this range pavements may require intensive local repairs <br />and/or seal coats. A pavement in this category may be generally <br />described as "good" to "excellent" with a PCI between 65 and 85. <br /> <br />Overlay Pavements have a significant level of distress that mayor may not be <br />load-related. A pavement in this category may be generally described as <br />"poor" to "fair" with a PCI between 25 and 65. <br /> <br />Reconstruct Pavements have extensive amounts of distress. A pavement in this <br />category may be generally described as "very poor" to "failed" with a PCI <br />between 0 and 30. <br /> <br />Pavement Management Decision Tree <br />Each pavement section was analyzed according to its predefined global and local <br />strategy and processed through the following pavement management decision tree. <br />
