The assessment currently <br />being proposed is based on the contractor's revised bid. <br /> <br />The second item that Council should consider is how to address "through" lots as they <br />relate to assessments; nothing is stated in the assessment policy for such a lot. Several <br />residents in the Ridgewood neighborhood have expressed a concern on this issue, as they <br />have properties that front Ridgewood Court and either Siems Court or Ridgewood Road. <br />Properties abutting Ridgewood Court were assessed in 1996 for the mill and overlay of <br />the road and residents have expressed concern about being assessed twice for <br />improvements. <br /> <br />Both of these items will likely be brought up at the assessment hearing. The Council will <br />need to respond to these concerns; whatever is decided for this project may create a <br />precedent for assessments on future projects. Staff recommends a Council discussion at a <br />future work session to consider revisions to the assessment policy to more clearly address <br />the above-mentioned concerns. <br /> <br />2007 Pro j ects <br /> <br />The following projects are proposed for 2007; anticipated funding sources have been <br />listed with each project. <br /> <br />2007 PMP M&O/Sealcoat: As discussed at the July Work Session, staff is recommending <br />a regional approach to the mill and overlay and sealcoat projects over the next five years <br />to capture these streets before they slide into a more expensive maintenance category. A <br />revised 5-Year ClP map for 2007-2011 has been attached. No revisions were made to <br />streets proposed for 2007 from previous discussions. Revisions for other years are <br />discussed in the section describing 2008-2011 projects. Spot utility repair will be <br />incorporated into the projects, including items such as gate valve or hydrant repair <br />(watermain), catch basin/manhole repair (storm sewer), and manhole repair or pipe lining <br />(sanitary sewer). Funding source: General Capital Fund, General Fund, Enterprise Funds <br />(Watermain, Storm Sewer, Sanitary Sewer). <br /> <br />Old Hwy 10/CP Rail Bridge: As discussed previously, staff and Council have agreed that <br />while the railroad company is willing to cooperate on this project, it should be scheduled. <br />Funding source: Special Revenue Parks Fund. <br /> <br />Storm Pond Maintenance: Staff will evaluate and develop a maintenance program to <br />ensure that the MS4/SWPPP requirements are being met. Funding source: Storm Water <br />Fund. <br /> <br />1&1: Staff will continue to evaluate what needs to be done to reduce 1&1 and proceed <br />accordingly.
