<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5.1, June, 2005 <br /> <br /> <br />assure delivery of government services. The following details the elements <br />of continuity of government for Ramsey County and each municipality <br />therein: <br /> <br />Lines of Succession: Written plans that describe the succession of <br />authority for each elected and appointed official are maintained so that in <br />the event of incapacitation, death or absence of the office or position <br />holder there are at least three clearly defined and authorized persons to fill <br />that roll. <br /> <br /> <br />These establish an order or line of those entitled to succeed one another <br />under emergency conditions. Line of succession identifies who is in <br />charge and ensures continued leadership. <br /> <br />Safeouardino of Essential Records: These are measures taken by <br />government to protect all documents deemed necessary to continue <br />governmental functions during emergency conditions and to protect the <br />rights and interests of citizens during and after an emergency or disaster. <br />Each agency and department maintains back-ups of critical files. <br /> <br />Protection of Government Resources. Facilities. and Personnel: Refers to <br />measures taken to distribute resources in a manner that will facilitate <br />sufficient redundancy in order to preserve governmental functions during <br />and after an emergency or disaster. <br /> <br />Each department head appoints an operational continuity coordinator, who <br />is responsible for developing and maintaining a department Operational <br />Continuity Plan (OCP). Ramsey County agencies coordinate departmental <br />operational continuity activities with EMHS and the Director of Information <br />Services. <br /> <br />The OCP are intended to help ensure that critical governmental functions <br />can continue during times of emergency, or recover from disaster quickly <br />in order to resume service with a minimum of interruption. <br /> <br />Ramsey County Information Services maintains redundant off-site back-up <br />of all critical records that are essential for operations and reconstituting <br />county government. Municipal information services maintain data at other <br />off-site locations as well. <br /> <br />47 <br />
