<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5.1, June, 2005 <br /> <br />EOC Activation <br />The EOC may be activated in response to a maior disaster/ emergencv <br />resulting in an actuat threat to life and property. This will include, but is <br />not limited to: a tornado touch down or pipeline leak which causes damage <br />to the public or private sector and requires a coordinated response effort; a <br />hazardous materials incident/accident involving the response of several <br />agencies (including county, federal; or state as well as surrounding <br />municipalities) or enemy attack; or an incident beyond the capabilities of <br />typical field operations. <br /> <br />The functions performed at the EOC will vary according to the type and <br />scope of the disaster, by witl generatly involve: <br /> <br />L Coordinating the city government response to the disaster <br />(including coordinating with and supporting the on-scene <br />commander ifICS is imptemented). <br />2. Coordinating with any adjacent local government(s) affected by <br />and/or responding to the disaster. <br />3. Coordinating with any county, state and/or federal agencies <br />responding to the disaster. <br />4. Coordinating with any businesses/industrics directly affected by <br />and/or responding to the disaster. <br />5. Generating appropriate public information. <br />6. Coordinating and channeting the services of volunteers (specific <br />task assignment to, and the management of volunteers will <br />normatly be provided by the applicable service chiefs). <br /> <br />EOC Location <br /> <br />Excised <br /> <br />b <br /> <br />The Emergency Management Director is responsible for maintaining the <br />operational readiness of the primary and alternate EOCs. This involves <br />ensuring that the EOC has the necessary maps, displays, tables and chairs, <br />message logs, etc. <br /> <br />Responsibilities for EOC Activation <br /> <br />In the event of a maiordisaster, EOC staff would be expected to <br />automaticatly report to the EOC. However, Mounds View's emergency <br />management director is responsible for ensuring that the EOC is activated <br />according to the criteria described above. <br /> <br />77 <br />
