<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5.1. June, 2005 <br /> <br />HEARING IMPAIRED <br /> <br />Providing for alerting and warning of hearing impaired persons is an <br />important aspect of ernergency planning and methods developed to <br />contact them are prepared prior to the on-set of emergencies. The County <br />Warning Point is equipped with specialized telephone equiprnent for <br />communication with hearing impaired persons. Each of the three other <br />PSAP's are also equipped with these telephones. Closed-captioned <br />information on local television will be provided for large-scale incidents. <br /> <br />NON-ENGLISH SPEAKING PERSONS <br /> <br />Ramsey County has a significant population for whom English is a second <br />language. The metropolitan area is in process of developing a specialized <br />communications platform for getting information to these groups. Until this <br />project is realized, we will depend on the availability of commercial and <br />volunteer interpreters during emergencies. Prior to emergencies, the <br />various agencies utilize translation services to the best of their ability to <br />provide documents in various languages. <br /> <br />RECREATIONAL AREAS <br /> <br />Recreational areas within the County will be posted with such signs as <br />identified as useful by the jurisdiction, and which provide emergency <br />instructions. Staff personnel from the County's Department of Parks and <br />Recreation or from the State's Department of Natural Resources, will, if <br />present, augment public alerting and warning means. <br /> <br />Outdoor warning sirens cover all of the parks and recreational areas within <br />the county. Ramsey County Parks and Recreation staff will assist in <br />providing additional emergency information. Each municipality plans to <br />send emergency vehicles with public address loudspeakers as available to <br />areas where they may be needed. <br /> <br />BOATERS <br /> <br />Those persons on Ramsey County waterways will receive pre-emergency <br />instructions through the public awareness/education program, and <br />emergency alert and warning through the devices and methods described <br />in this plan. Specific instructions as to on-shore facilities for sheltering, or <br />specific evacuation routes depend on the nature of an emergency, thus <br />boaters' attention to warning instructions and EBS messages is of <br />increased importance. <br /> <br />The County Sheriff is responsible fro these activities and for law <br /> <br />103 <br />
