<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5_1, June, 2005 <br /> <br />enforcement in general on the waterways of the County. When requested <br />by local incident commanders, or by EMHS, the Sheriffs water patrol will <br />make contact with boaters via radio or patrol boat contact and public <br />address announcements. <br /> <br />PARKS/CAMPGROUNDS <br /> <br />While persons utilizing parks and campgrounds may have their own or <br />public transportation available, others may require emergency <br />transportation assistance. Should expedient sheltering be required, it <br />should be taken in the nearest available structures. Alerting and warning <br />will be similar to that described for boaters. Those at parks and <br />campgrounds need specific evacuation route information so as to avoid <br />returning home through dangerous areas. <br /> <br />Outdoor warning sirens cover all of the parks and campground areas <br />within the county. Ramsey County Parks and Recreation staff will assist in <br />providing additional emergency information. Each municipality plans to <br />send emergency vehicles with public address loudspeakers as available to <br />areas where they may be needed. <br /> <br />MAJOR EMPLOYERS <br /> <br />At the time of an emergency situation, employers of large numbers of <br />workers must be prepared to implement in-place expedient sheltering. <br />Decisions to shut down industrial operations must be made quickly if <br />necessary. Evacuation of personnel will be accomplished by private <br />vehicle, supplemented by specialty vehicles as required. <br /> <br />In 2005, Ramsey County EMHS will be adding to the Sheriff's existing <br />Community Watch program. This program uses automated voicemail, <br />email, and faxes to distribute law enforcement information. When <br />enhanced, each community will be able to contact any major ernployer <br />who registers with the system with information and updates. <br /> <br />SPECIAL FACILITIES <br /> <br />All special facilities must be prepared to implement the protective actions <br />of expedient sheltering and/or evacuation.
